Distinguish the two roles
A CTO supports product technology strategy: architecture, development, quality and the ability to scale. A CIO leads the company’s information systems: tools, data, suppliers, security and continuity. In a small organisation these needs can overlap, but responsibilities should remain explicit.
Recognise the right moment
The need often emerges during growth, a redesign, a supplier change or when technical decisions depend on a single person. Outsourced leadership provides part-time scoping and decision-making capacity. It can also support an existing team through a focused transformation, at a cadence matched to the stakes.
Define the mandate and decision rights

An initial review connects business objectives, architecture, technical debt, contracts and available skills. The roadmap prioritises work by impact, cost and dependencies. It should lead to concrete decisions: what to stabilise, evolve or defer, and which resources to mobilise.
Work with teams and prepare the next stage
Outsourced leadership works alongside internal teams and partners, making trade-offs understandable. Reviews track a small set of useful indicators: open risks, progress, availability, spending and delivery capacity. Documentation, knowledge transfer and preparation for a potential internal hire keep control within the company.
